Jack Reacher arrives in a town controlled by two rival criminal gangs. After helping an elderly man targeted by thieves, he becomes involved in a deeper conflict. He discovers the man is caught between both gangs, who are exploiting him in their struggle for power. Reacher steps in to protect him and takes on both criminal groups, dismantling their operation through force and strategy.
