Mr. Verloc appears to be a simple shopkeeper in London who lives with his family in the back of his shop. However, he is actually a spy working for a foreign government and has contacts with anarchists who regularly meet at his store. One day, a bomb explodes near Greenwich Park, and everyone, believing it to be a terrorist act, thinks it was meant to go off at the nearby Observatory.
